Where in Jewish theology is the obligation to provide adaquate shelter for those in need?  Many Jewish communities are actively partnering with Habitat for Humanity to try to rectify the lack of affordable, decent housing.  What is their scriptural support for their efforts?

Leviticus is the book that contains most Jewish laws and rules.  Leviticus 19 deals with the treatment of the poor (9-10, 14, 20).  19:10 says, "And you shall not strip your vineyard bare, neither shall you gather the fallen grapes of your vineyard; you shall leave them for the poor and the sojourner: I am the Lord your God."  19:17 says "love your neighbor as yourself" and so forth.  Of course, Jews reading the Torah in Hebrew, with full knowledge of their history, will have different interpretations than Christians reading translations.  A decision as to whether the Jews in question are acting with or without scriptural support is beyond my power to render [and heavily dependent on what the questioner means by 'scriptural support'.]
