How you do this depends greatly on where you're going to deploy the application. In the unix world, look up the X11 library, and preferably some higher-level libraries like motif. In the MS world, most commercial c compilers come with several layers of graphics libraries either standard or as an option. In Visual C, I understand this is quite straightforward -- you basically have access to the Windows Graphics API.
