Yes! With sufficient emotional and physical stimulation, it's easily attained.  Once triggered, the orgasm can be just about as satisfying as with penetration.

not only does a woman have to have an orgasm without stimulation. Sometimes,  a guy can have an orgasm with a small penis

Yes it is possible. with psychological and physical stimulation orgasm could be attained. Some times you will get orgasm without erection and unfelt stimulation like during sleeping.

It has been my experience that even though I can't get it hard enough to penetrate it is still sufficiently hard to have an orgasm by masturbation.
