I am looking for a dog that will decoy coyotes. I am wondering if this is too tough of a job for a jack russel terrier.

It certainly is not.  JRT's are tough dogs.

I am sure a jrt would work for you, but I would definitely try a mountain cur!

A JRT will work but I would suggest a mountain cur or black mouthed cur. We have both the mountain cur and black mouthed cur and they both are excellent dogs. The trick is training them to do the job. It is much easier to train one with a dog already trained you can save a lot of time that way.
