I am serving in Europe on active duty.  My husband is my family member, but is also a retiree.  He plans to travel back to the U.S. with our children during the summer school break, then return here for school.  I have two questions.  1.  What category are they for travel?  and  2.  Do they need a letter certifying command sponsorship to travel without me and return here if they have copies of orders assigning the whole family OCONUS?
