the clock spring is the most common problem when all three things are affected. I had the same problem and found out that chrysler had a life time warranty on them. Just call your local chrysler dealer with your serial number and they will conferm it.

I also have a 99 Plymouth Grand Voyager,  I am having the same problems as listed above..  Airbag light on, Horn and cruise not working... definitely sounds like the clock spring...  My problem is the dealership says, my particular Vin # was not affected by the recall....  any suggestions how to get around this?? Dealer says only 1996 to 1998 years are recalled - but apparently the problem still exists. They only cover to 36K miles under dealer warranty - I have 69K. Dealer wants $250.00 to fix PLUS $167 for DIAGNOSTICS.  I asked why diagnostics on the computer when I already know what is wrong.  Any way to get Chrysler to fix it?  The RECALL needs expanding!!!!

99 Plymouth Voyager, I am having the same problem with my air bag, horn and cruise. We contacted our local dealers several times and they say it is not a recall.  Everyone please call the customer service for Plymouth and report the error @ 1-800-992-1997 or the recall department @ 1-800-853-1403.  Maybe we can get them to recall it.  What happens if we have an accident and our air bags don't work?

We have a 1997 voyager, and also have had these problems with one more.  The dash lights have gone out and our local dodge dealer have told us they have no recordings of this complaint.  Anybody out there who have had similar problems?  Please help if you know exactly what this problem is.  We have a fear of electrical fires with this vehicle.

I just had the same problem happen to me in my 1999 grand voyager. If there is no recall, and they want me to fix this myself, I will and you should as well call the 1800 Chrysler helpline and complain, if enough people call, then they might recall or fix it. The 1999 is pretty much the same as 1996- 1998, and they didn't do a major design overhaul until 2000. I am going to call the dealer Monday, I will let you all know what they say, but if they don't fix it, maybe I can figure it out with the Chilton manual.

I just posted info on the airbag, horn and cruise control failure. I have the government website that has info on an ongoing investigation on this problem. According to the information that is given, the recall included 1998.5 year minivans, and maybe 1999, but sometimes I have heard that the .5 could include early model 1999. There are many people with this issue. Chrysler might just fix the problem. Your 1999 might be under the recall, just call Chrysler corporate or just take this page in to the dealer. That might keep them from double dipping. Here is the website.

http://www-odi.nhtsa.dot.gov/cars/problems/defect/defectsearch.cfm

Actually only way to find info is to search and then check show full summary output on the search summary page box. This will bring up the clock spring info.

I have a 1999 Plymouth Grand Voyager and just got the clock spring fixed today, for free, as it was covered by the recall.I am also having problems with the cruise control not working, and the brake light staying on. The dealer told me they have nothing to do with the clock spring, but I am wondering about the truth regarding this.Any thoughts?

I also have a 1999 plymouth voyager with 81K miles and there is no way I can afford to pay like $300 but it is dangerous to drive without a horn.  Has anyone been able to make Chrysler pay for a 199 with that many miles on it???email me at kittypurr65@msn.com

to burbank hi...
go to http://www.internetautoguide.com/auto-recalls/67-int/1998/plymouth/voyager/base/

they say the newer model are now affected by the recall as well. if you have already paid for the repair you can be reimbursed by DaimlerChrysler, they have a phone # you can call to start the process.

I know three 3 different People. What do they have in common? They all had nothing but trouble on the Plymouth Voyager/Dodge Caravan, and also have heard bad reviews from others. Chrysler made cars are good, don't get me wrong. But the Caravan, I will never buy.

Yes, it is the clock spring. I lost my cruise and horn, but I chose not to spend the 350 as the car was rotted out and worn out. I also lost my radio (different cause) but I got almost 190,000 miles on the car!

Lots of questions, few answers. I have a 99 voyager with belt problems. I have replaced the belt three times in less than two years. some say it's the tensioner, some say the pully, others say it's the ice and slush compacting around the belt causing it to slip off the track. Anyone else have this problem?

my 97 voyager has the same problem with more.the ac is out the heater is out the cruise control the air bag the lights that control the ac, heater ,rear wipers and radio are blinking constantly and now water is pouring out faster than I can put it in and I cant see where it is coming out. Maybe I should give it to the wild boys to destroy in some fantastic display. But I just bought it from a so called reputable dealer in Yuma Arizona and I still have a year to pay.
