My dog has allergies that affect all soft tissue; eyes,bottom of his jaw, his anal area; to the point they actually bleed. Have tried dermatologist to no avail.

I have two dogs with similar problems. Been through trying to get them treated for years. We've finally resorted to driving a couple hundred miles away to a university's vet school where they have helped us sort it all out. Turns out that they have all three types of allergies: inhalant, contact and food.

The first thing they did was test the food allergy issue by putting them on a diet of a novel protein and starch.  In our case it is venison and potato.  Within two months we could see as big improvement in their eyes, jaws and anal areas as you are describing.  

But the eyes and jaw inflammation have cropped back up again since their seasonal allergies have kicked back in. In addition, we've discovered that we have two forms of doggie poison ivy in our yard called doveweed and spreading dayflower that grow seasonally. Who knew! So we are hoping to kill that off and improve our dogs' quality of life.

We have found that allergies in dogs are very difficult to sort out.  I hope it doesn't take four years and several vets for you like it has for us.

my retriever is allergic to many things including grass, dust mites, moths etc. he was breaking out in big weeping sores around his neck and face that would not heal.
so then he went to a uni vet dermolotogy clinic to be tested for his allergies.  They then made up a type of antigen out of his blood, which I have to inject him every 21 days.  up until recently it was doing the trick, and he hadn't had big sores for some time.  now we have moved, his allergies has flared up again.  poor wee man!!
