can i play enchantments on other player creatures?ex. compulsion,pyromania

You can only play an enchantment on a creature if it says "Enchant creature" or "Enchant permamnant" or "Enchant artifact" and the creature is an artifact creature. Cards that just say "enchantment" are global enchantments and they dont enchant anything at all, they just sit in play on your side, waiting to be activated. Local enchantments indeed can be cast targeting your opponents creatures, but depending on the wording of the card you may get a good or bad effect. If the enchantment card itself retains its abilitys, then it is the controler of the enchantment (you) that can activate them. If the enchantment reads "enchanted creature gains xxx" then the creature itself, not the enchantment gains that ability, and the controler of the creature, not the enchanment can bennifit from or activate the ability.
