With a card that say's "one blue mana to untap target...

With a card that say's "one blue mana to untap target creature" and i'vegot the Fire whip (tap target creature: 1 damage to player or creature) on it, am i allowed to tap and untap it as long as i'vemana for it??

Yes, you can add abilitys to the stack as long as you can pay the costs. In the case of the whip, the only cost is tapping the creature. As far as the pemmims aura (or whatever the untap card is) as long as you got a blue to pay, you can keep untapping.
