Winston Churchill wasn't Prime Minister of England at the beginning of the War. It was Neville Chamberlain, the Prime Minister, who read the Declaration of War at 11.15am on September 3, 1939, which was 15 minutes after the actual official declaration, which had been delivered by the British Ambassador in Berlin to the German Government. A copy of the text of his speech, broadcast to the public by the BBC can be found at http://www.historylearningsite.co.uk/british_declaration_of_war.htm
