Before a bull fight, the bull is corralled in the bullpen.  Then, when the bullfighter is ready, the gate is swung open and the bull comes raging out, ready for action.  That's why they call it a bullpen in baseball.  The relief pitcher stays in there until needed, and then the gate opens and he comes onto the playing field ready for action.

The term bullpen was used as early as 1809 to refer to a stockade or jail. By 1903 it was the generic term for any waiting area. It was first used to refer to a pitchers ''waiting''  area in 1915 by Baseball Magazine

Many early baseball games were played in fields near the stock yards, fenced in areas nearby were actually bull pens, hence a warmed up relief pitcher would come in from the bullpens
