I have heard that JPG files lose data every time they are opened and closed, whether or not they are changed and saved.  Is this true?

No, jpeg files can be safely opened and closed as often as you like. It is only when files are saved that the lossy compression is in operation. It is like opening a file containing a photocopy compared to photocopying the photocopy.
