You don't need to use javascript for that, its just HTML anchors, like this:

<a href="http://www.yoursite.com/mainpage.html#location">
Click to jump to the location anchor on the MAINPAGE</a>

A hyperlink to the Useful Tips Section from WITHIN the file "mainpage.html" will look like this:

<a href="#location">JClick to jump to the location anchor on THIS page</a>

FOR THE ANCHOR:

place an <A NAME="section_name"> tag at the beginning of the section you will be linking to. For this exmplae, the anchor would look like this:

<A NAME="location">
