I HAVE A PLYMOUTH VOYAGER WITH 135,000 MILES WILL NOT GO THRU EMISSION ,CHECK ENGINE LIGHT ON. CODE SAYS  SHORT IN TORQUE CONVERTOR CIRCUIT OR SHORT TO GROUND

I don't know if this will help or not, I own a 95 Dodge Caravan and had the same code. The wires that operate the "locking torque converter" came unplugged. I plugged it back in and everything worked fine after that. On a 95 Caravan this 2 wire plug is located right near to the transmission fluid level stick. If it is plugged in, unplug it and check it for corrosion, if it all looks good and is plugged in and you still get the code, it's some other problem. I don't know why this would have an effect on emissions controls, but you'll get better gas mileage on the highway with the torque converter working properly.

disconnect the negative side of the battery terminal for 2 minutes then hook it back up and then go to the emissions.
