what is the best way to transfer vhs home movies to vcd-- is their a program that does this?

This process requires more than software.  You need a computer with a video capture card such as an ATI all-in-wonder and you'll need to hook up a vcr to your computer. There are some software choices out there, but I know that Roxio 6.0 and DVDX give you the ability to author a VCD.  Most DVD authoring software packages have the ability to make VCDs also.  If you don't want to go through all the inevitable troubles, you can check out the services provided by Express Video Cds, www.expressvideocds.com
