yes, any card in play(not in your hand, graveyard, or library) is a permanent.  This does not include instants and sorcerys as they are only out for a short time and not really permanent because they immediately go into your graveyard.

In fact, spells like instants or sorcerys are NEVER in play, they reside on the stack, not in the "in play" zone.
