We just adopted a 9 year old Cocker Spaniel a week ago. We take her outside every hour to make sure she know to use the bathroom outside. No she is constantly using the restroom inside the house. Are Cocker Spaniels known for not being able to be house broken?

I think your cocker has been trained to use the inside restroom. Nine years is a long time and it may be difficult to break the habit. No, it is easy to train cockers when young. They are very intelligent.
I suggest that you wipe her pee with a piece of cloth and then place the cloth where you want her to do her toilet. Watch when she needs to "go" then quickly bring her out and tie her near the cloth till she does her toilet. Please be patient. Do not get excited. Say calmly " here girl/boy " and point to the spot. Good luck.

She may have a bladder infection, or she could just be very set in her ways. Try paper training, crate training and take her outside ever 30 mins. Once she starts to get the idea, increase the time to 45 mins.
