I have a file that I want to add 7 blank spaces after the text that resides in the 16th field.  Fields are comma delimited.  Here is what i have but is not working
awk -F"," '{sub(/$16/, "       ");print}' FILE > FILE.OUT

Try this instead:

awk -F"," "{$16=$16 "       ";print}' file > file.out
