Are there known problems with Intl phones emitting a weaker...

Are there known problems with Intl phones emitting a weaker signal or is this related to the line carrier?  Our UK office cannot dial into the US conference bridge... according to our PBX vendor the tone signal is too weak to be recognized by the PBX.

Suggestions?  Explanations?
