if a creature is targeted by a spell and it reaches like -1-1 does it die or just can't do anything?

If a creature ever has a toughness (the second number) of zero, then  the creature is dead and should be put into a graveyard.  For instance, if you have a 1/1 creature and a enfeeblement card is put on it(enchanted creature gets -2/-2) then the card is a -1/-1 and since the second number is less than or equal to 0, the card is dead.  So simply, the card is dead and put into your graveyard.
