You should use a library random number
routine rather than writing your own.  Getting a random number generator that passes a good set of statistical tests is no easy matter.

If you want to write one for your personal edification and enjoyment, you should look into a "mixed-congruential" RNG.  See Donald
Knuth, "Seminumerical Algorithms" for ideas.
