my 97 dodge neon's speedometer is bouncing around and not...

my 97 dodge neon's speedometer is bouncing around and not reading accuratly after it shifts out of 2nd gear and it will only read my "true speed" when i let off the gas almost completley and i replaced my speed sensor and that had nothing to do with it and i was wondering if my speedometer was messed up because i can't think of any thing else, what could be wrong???
