I learn to write my own shell and I don't know how to use arrow key up and down to do something such as selecting a previous command.

In canonical mode of terminal, whatever you types are collected at somewhere buffer. So your program hasn't received any characters until you press enter.

How can I let my program know immediately, when up or down arrow key is pressed now?

If I change to non-buffering mode then I will not be able to delete or edit any characters.
