When I open a 'JPEG' image and then click on the button...

When I open a 'JPEG' image and then click on the button "closes this program and opens the image for editing(Ctrl+E' it then changes it into a 'Bitmap'. Whereas previously my Pc left it as a 'JPEG' and i could adjust the brightness and contrast. Does anybody know how I can get it to stay a 'JPEG' so that I can change the brightness and contrast ?
