I need help. My 1996 Lincoln Town Car only blows out hot...

I need help. My 1996 Lincoln Town Car only blows out hot air.  All the settings are the same, even on automatic temp. Never gets below 90 degrees.  We know the AC works because it was tested.  How do I get this thing to heat and cool properly.
