I've been given a 1994 Concord with an unbelievable problem....

I've been given a 1994 Concord with an unbelievable problem. It will sometimes down-shift on its own, for no apparent reason, usually when the gas level drops below 3/4 tank of gas. Car continues to run, but will not up-shift out of low. Sometimes restarting the car will solve problem. There are no other complications other than the down-shift. I have not had  a chance to look at it personally yet, but could it be a fuel sensor, or improper fuel pressure causing this?
