I recently purchased a 1996 Chevy Tahoe, which passed state inspection in NY.  However, the windshield wipers/fluids do not work consistently at any setting. When it doesn't work, I hear a buzzing sound but no movement in the wipers when I turn it on. Some days it will just work when I turn it on.  This thing has a mind of its own.  Please advise if you have experienced this before or have any suggestions on how to remedy. Thanks.
