Usually COBOL is a compiled, procedure language. There may be cobol interpreters somewhere, but usually it is compiled.
It is one step above Assembly language. But, it is a big step up, as it is english like. example:
notice it is rather verbose...
IDENTIFICATION DIVISION.
PROGRAM-ID. WHATEVER.
AUTHOR. JIM SHORTS.
* ETC....
DATA DIVISION.
WORKING-STORAGE SECTION.
01 I-AM-AN-INTEGER PIC S9(04) USAGE COMP VALUE 0.

PROCEDURE DIVISION.
A000-MY-MAIN-PARAGRAPH.

ADD 1 TO I-AM-AN-INTEGER.

DISPLAY 'THE EXCITEMENT CONTINUES, THE INT CONTAINS '
I-AM-AN-INTEGER.
STOP RUN.
