I have a grounded circuit that, when tested shows proper voltage when testing the hot and neutral lines and hot and ground lines.  When the neutral and ground lines are tested the test light glows dimly but noticeably.  Why?

somewhere on that circuit there is a load and you have some unbalanced load coming back on the nuetral wire

Either the ground or the neutral is at a slightly higher potential with respect to the other. If a perfect continuity or minimum resistance could be established from neutral straight to the main panel and from ground straight to the water line or earth rod this problem will cease to exist.
