My 1992 golf in the not too cold weather will idle at 1100...

My 1992 golf in the not too cold weather will idle at 1100 but then drop and rise and sometimes stall. I have had the idle control replaced. Also i have had my car rev up to 5000 when in neutral all on its own. and sometimes the gas doesn't seem to want to go. i will put the pedal to the floor and the rpm doesn't move or it moves then stutters. any thoughts?? i thinking fuel filter or vacuum lines to the throttle.
