Just purchased 1997 Buick Park Ave Ultra. Cruise control...

Just purchased 1997 Buick Park Ave Ultra.  Cruise control not working cannot locate fuse box which owners manual indicated was under instrument cluster.  Also gas gauge not working.  Need to find out if possible fuse issue with either or both. Can anyone help?
