1996 chevy silverado with a 305 vortec. The oil is blowing...

1996 chevy silverado with a 305 vortec.  The oil is blowing out oil from the filter as soon as truck is started.  I disected the oil filter to see if there was any metal in it and there was not.  I suspect it is being over pressured from the oil pressure relief valve failing?  I need to know if the pressure relief valve is on top of the filter or in the pan. If anyone has any ideas why it is over-pressuring and blowing the seal off my filter please respond.
