My dog, a short haired pointer has developed circles of sore...

My dog, a short haired pointer has developed circles of sore spots ONLY on his spots that are black. The circles mostly have a little red pustule, sometimes not. it then develops into a crusty scab, the hair then falls out and leaves a red moist spot that eventually gets really dry and scaly before healing. The sore spots are over the back and tail( including the tail) area mainly. Sometimes occasionally on the belly. I have tried everything. they are really ichy and scaly and are getting more plentiful. What puzzles me is they are only on the black spots!!!
