I was pulled over in my city by a CHP for not wearing a seat...

I was pulled over in my city by a CHP for not wearing a seat belt. The problem is I WAS wearing the belt. If i had a problem wearing my seat belt then I'd invest in one of those permits that allows you to not wear it. But I think they are used for a good reason so I use it. I know that it's going to be my word against his and that worries me beyond belief. I can explain the situation in more detail and hopefully get out of the ticket that I didn't deserve.
