I have flourescent lighting in my garage. 4 lights on two circuits from one breaker. With lights off voltage is 120-turn on one switch voltage drops to about 95- turn on the other switch voltage drops to about 85. The lights are dim but not always the same ones. Is this some problem with the lights or simply a bad/loose connection?
