starter staying engaged when truck is turned off. replaced...

starter staying engaged when truck is turned off. replaced starter twice and solenoid(fender mount)twice. unhook battery cable to disengage the starter and upon trying to put it back on it tries to weld it self to the post.also bought all new cables to the solenoid battery and starter.now just took out ignition switch and having problems getting the lock cyclinder out. any ideas on any of this would be appreciated.the truck is a 1985 f250 4.9 300 6 cyc
