Why would we have electric out the plug up the cord of...

Why would we have electric out the plug up the cord of anything, but yet nothing will work.  We have just had water damage to the floors in our house (mobile Home) some of the walls soaked up a little of the water.  But are problem is we had a company come in with fans and dehumidifer.  They had them placed in the sun room.  They went off the other day and I checked the breaker box and nothing was shut off.  A friend came in with a electric checker that turns red when there is current.  We did have current out of the plug and what ever you pluged in had current running up the wire according to the red light on the checker, but nothing will turn. We tryed a small night light, a lamp, shop vac, electric drill.
