I can not get the E Brake to work on a 1970 GMC. The cables...

I can not get the E Brake to work on a 1970 GMC. The cables are actuating but not moving the brakes enough. I have adjusted, removed all the slack from the cables but not enough movement to lock the brakes, any suggestions?
