We have a purebred Border Collie that is about three years...

We have a purebred Border Collie that is about three years old.  We got him when they were able to first be away from the mother (not sure if that's 6 weeks) anyway, at first he was fine when he was a puppy, but as he got older we noticed that he tends to have times where he just "snaps" and he gets this look in his eyes that says he could tear you apart at any moment.  The first time this happened was when we first tried to wash him outside.  Other times include when we have asked him to do something and he gets mad-he actually takes it out on our other dog.  Whats going on with him?  We love him to pieces and he is very smart, but sometimes we are afraid to get to close to him or pet him for very long, because we  would like to stay in one piece.
