How should the electric service to a house be grounded?  is a water line safe?

The book I have says to ground the neutral bus bar to the water pipe where it enters the house and additionally to a grounding rod.

Make sure the ground connection is done on the STREET side of the water meter. You used to be able to put a 'shunt' around the meter to maintain ground even if the meter were removed but some jurisdictions if not all no longer allow this.

You pound a copper rod approximately. six feet long and 3\4 of an inch around into the ground,,till there is just enough of it sticking out to attach the ground wire to.
