I have a VW Jetta 2.0L, engine code ABA with 61,000 miles....

I have a VW Jetta 2.0L, engine code ABA with 61,000 miles. The check engine light comes on sometimes go off by itself, and it was determine there were 2 problems that existed, the first was related to the O2 sensors (post and pre CAT)that were changed. The 2nd indicated P-code P1582 for Idle Adaptation at Limit. After 3 trips to the VW repair shop, and a few dollars short of no satisfaction, the problem still exist. What could possibly be the problem that I can pin point (I was looking at the Throttle Position Actuator or the Throttle Valve plate).
