Why does my brake light on my 2003 Ford Explorer Sport only...

Why does my brake light on my 2003 Ford Explorer Sport only work periodically?
My husband has changed the bulb and it is working when you are parked (brake light).
My husband also put a little grease in there in case there was no connection and that did not work either.  Please Help before I get pulled over by an officer.
