my kitchen fluorescent light does not come on with the...

my kitchen fluorescent light does not come on with the switch until after it has been flicked on and off repeatedly if at all. when it does work it seems to come on in cooler temps. there are two u-shaped bulbs that would be approx. four foot long if straight. is this the bulbs fault or the ballast?
