a) some procedures are called "locationals" (cf, the sunshine rundown). What does this mean?

b) I've been documenting myself and run across mentions of the RTC (Religious Technology Center), whose role is apparently to oversee proper use of proprietary scn material, IP etc, while not properly speaking running the church itself... If the sea org has been likened to a monastic organisation within scn, is it going too far to regard the RTC as the scn's own inquisition? (ok, current parlance would say "congregation for the doctrine of the faith")
