I have a 1996 Chevy Blazer That keeps blowing the #3 fuse in...

I have a 1996 Chevy Blazer That keeps blowing the #3 fuse in the fuse Box When ever the head light are turned on, I've noticed that the daylight running light are not on,also the dash light don't work.  I've place a meter on the red wire on the light switch and the common when ever the switch is turned on using a over amp fuse the voltage drops to about 1 Volt.   The Volt meter on the dash drops dramatically showing something is sucking the Voltage.
a 30 amp fuse doesn't blown but gets extremely hot also the red wire connection on the headlight switch gets warm.
