I have a 05 Neon sxt. When I start the car, I hear a ticking...

I have a 05 Neon sxt. When I start the car, I hear a ticking noise from under the hood. The ticking gets faster as I rev up the engine, but seems to stop after driving down the freeway for a little bit. It also seems like I'm losing power while it's ticking. I've asked around and I get almost the same answer, "It sounds like your lifters aren't pushing enough oil to the top of the engine". If anyone can help, I would sure appreciate it.  Thanks.
