Yes.  There is a breeder in New Jersey who is marketing black & tan Jack Russells.  To see what they look like go to irishjacks.com

Yes. I have an awesome JRT and Beagle mix, Boss, and he is all brown. He does not have long hair but he has tons of it, he is constantly sheading.
