My cat has some hairs inside his poop. And I noticed what...

My cat has some hairs inside his poop. And I noticed what looks like a small white blotch on the outside of the poop. And when it was almost dry , I examined it again ... it looked like some sort of rubber like a piece of balloon. I definitely don't have any balloons inside the house. But I was wondering if anyone might know what it could be and why some hairs appear inside the poop. And is this serious? Does it require the vet's immediate attention??
