we purchased a shih-tzu from a pet place.  since the day we got scruff, he has had severly dry skin and has chewed and scratched till he has several bald places on him and hair is missing and etc.  what is wrong with him.  he is on antibotics and he has been tested for several things and everything is ok.  what can it be or what can we do.  the vet doesn't seem to be getting it.  help us please, we love him so much
