I have a 98 chevy cavalier and the cooling fan will not come...

I have a 98 chevy cavalier and the cooling fan will not come on. I have replaced the relay and the sensor, and it still will not work unless you run a straight hot wire to the fan motor. Also, the A/C will not work all the time. How do I fix this problem?
